Overview

 

The Bulk Mail Partner (BMP) program is a recognition scheme designed by Australia Post (AP) in conjunction with the Major Mail Users of Australia (MMUA). 

BMP recognises mail houses who have invested in processes to make mail lodgement more efficient and effective. 

 

 

 

 

 

 

 

 

 

 

The scheme has its roots in the AP/MMUA Code of Practice, which aims to encourage a total quality culture within the Mailing industry.  Application for BMP status is open to all mail houses.

About BMP

 

What is tested through the Bulk Mail Partner program?

BMP tests the following key elements of Bulk Mail production during the application process:

 

  • e-LMS (electronic Lodgement of Mailing Statements): an electronic gateway to Post, allowing mail houses to lodge Mail Statement information via a web-based application.  By using either direct entry or file transfer from the mail house production control systems, e-LMS improves the efficiency of mail lodgement and account reconciliation.
  • CBQA (Customer Barcode Quality Assurance): utilising hand-held scanners and special software, CBQA ensures barcodes are printed within specification.  This in turn ensures efficient processing through Australia Post's letter sorting equipment, and the DPID contained within the barcode matches the PAF address.  Australia Post also uses CBQA at acceptance to check the barcode, and to check that letters within a tray have been sorted to the correct barcode sort plan.
  • PIP (Process Improvement Program): a joint review by a mail house / Australia Post team of the production control process within a mail House to ensure the quality of mail production.  Once a mail house has successfully gone through the PIP process, Australia Post places a higher level of reliance on the information supplied by the mail house.  The productivity of mail houses and Post Acceptance staff is improved through the PIP, which in turn reduces the level of acceptance checking that is required at the point of lodgement. 

 

Who is eligible to apply for Bulk Mail Partner status?

Any Mail House may apply for BMP status once they have successfully participated in the PIP Program, and implemented CBQA and e-LMS.  Application for BMP accreditation is mail house site specific.

 

How to apply for Bulk Mail Partner status
To apply for the Bulk Mail Partner Program, an application form (including the self-assessment questionnaire) must be completed.  The application form is available as a separate form, and also within the BMP Manual.  

 

Unsuccessful applicants will need to re-apply for BMP status.

 

BMP Certificates

A BMP Certificate will be awarded to each successful applicant, authorised by the relevant Australia Post State Manager.  Certificates are current to 31st December each year, and will be re-issued (with revised dates shown on the certificates) on 1 January annually.  Exceptions to the automatic re-issue of certificates each year are outlined in the BMP Manual (available for download below).

 

BMP Logo

A BMP logo will be made available to mail houses once BMP is approved.  (Upon request, Australia Post will provide the image as an EPS file.)  A pdf version (low resolution - not intended to be used for reproduction) can be viewed by clicking on the link below for the Bulk Mail Partner Logo. 

 

The BMP logo has been designed to stand alone, and may be used to promote BMP status.  The BMP logo must not be altered, defaced, made any addition to, or obliterated wholly or partly, to form a separate symbol.  For further information about the correct use of the BMP logo, please contact the Manager, Customer Connections (contact details below).

   Lodgement Quality System


The Lodgement Quality System (LQS) was developed to support the Bulk Mail Partner (BMP) Program, providing a transparent, practical tool to improve the quality of mail lodgements.

 

The benefit of LQS is that it provides concrete information about quality issues – which can lead to action and therefore real, measurable improvement.

 

LQS is a user-friendly web-based system used to record quality issues from both sides; Lodgement Issues: like incorrectly declared product, Operational Issues: like late lodgement and Mailing Agent Issues: like delivery and invoicing concerns.

 

LQS helps improve the efficiency and effectiveness of mail lodgements, supports quality initiatives undertaken by BMP mail houses, and provides valuable benchmarking information to support the BMP program.
